No person shall occupy or let to another for occupancy any one, two or three family dwelling for the purpose of living, sleeping, cooking or eating therein which does not comply with the requirements of this code.
(A) Residential buildings, structures and the building equipment shall be maintained in a safe and sanitary condition and in accordance with the conditions of this code, and as established in current and previous building plan approvals, certificates of occupancy, or the building code edition in effect at the time of construction or alteration.
(B) Buildings constructed prior to building code adoption by the city, or where no prior occupancy approvals are found shall be maintained such that all systems, devices and structural components are in compliance with these regulations. The owner or the owner's designated agent shall be responsible for the maintenance.
