All residential and commercial exterior property and premises shall be maintained in a safe and sanitary condition and all yards, courts or lots shall be kept free from safety hazards to the occupants and the general public and free from any accumulation of rubbish, garbage or debris which may act as a breeding ground for vermin or insects or may cause a blighting effect on neighboring properties, or otherwise be a nuisance to the general public.
