The purpose of this chapter is to protect the public health, safety, and general welfare in buildings insofar as they are affected by the continued occupancy and maintenance of structures and premises. It presents minimum maintenance levels of buildings and their equipment, facilities, and premises required and specified by the city's official zoning, building and fire codes and health ordinances. This protection is hereinafter provided by:
(A) Establishing minimum standards for maintaining the presentable appearance of structures and premises; to avoid blighting effects of substandard structures and premises and their negative impact upon the value of surrounding properties; and to eliminate hazardous conditions.
(B) Establishing minimum standards for maintenance of basic equipment and facilities, for light, ventilation, space, heating, sanitation, and safety from fire in all structures which are now or may become substandard in the future.
(C) Fixing responsibilities of owners, operators and occupants of structures and their premises.
(D) Providing for administration, enforcement and penalties.
