From after the effective date of this chapter, the terms and provisions thereof shall be applicable as follows:
   (A)   Where the final plat has not been approved by Council, the developer or owner of the subdivision shall comply with all the terms and provisions of this chapter. Submission of required plans and specifications for improvements and actual construction or assurance of construction thereof shall be conditions precedent to the approval of a plat required by R.C. §§ 711.05, 711.09 and 711.10.
   (B)   Where a developer has received approval of the final plat or a subdivision by Council, the developer or owner of each vacant sublot who has not made application for a building permit for an intended improvement shall comply with the provisions of this chapter as a condition precedent to the issuance of a building permit.
   (C)   Subdivisions outside the corporation limits shall comply with this chapter or Medina County's Stormwater Management and Sediment Control Regulations, whichever is more stringent.
