In addition to the permitted uses in zoning districts R-1 through R-4 and the conditionally permitted uses for all other zoning districts in the city, satellite earth stations shall be an additional permitted or conditionally permitted use. Satellite earth stations shall not be considered as an accessory use to any permitted use in any zoning district.
