All subdivisions or allotments, as herein defined, that are hereafter proposed, created or brought into existence within the city shall be subject to and governed by this chapter. The Planning Commission shall have the power and authority to establish such other rules and procedures, not inconsistent herewith, to carry out the spirit and intent of this chapter and the purposes thereof.
