§ 75.08 IMPROPER OPERATION; MINI- BIKES, SNOWMOBILES.
   (A)   No person shall operate a motor vehicle, including, but not limited to automobiles, motorcycles, snowmobiles, mini-bikes, go-carts, scramblers, trail bikes and all terrain vehicles over and upon any public or private property used by the public for purposes of vehicular travel or parking or over and upon any property owned by the City Board of Education unless such vehicle complies with the applicable provisions of R.C. Chapters 4519 and 4503 and the operator thereof has complied with R.C. Chapter 4507 and similar ordinances of this city.
   (B)   No person shall operate a motor vehicle as defined by § 70.01 and including the vehicles set forth in division (A) hereof, over and upon any city park lands or other city property or any property owned by the City Board of Education, except on roadways designated for vehicular travel, or over and upon any private property without the owner or occupier of such property having first given written permission for such operation. This section shall not apply to the use of private driveways or roadways in connection with ordinary commerce or motor vehicles lawfully engaged in necessary “turning around” operations. Operation of all purpose vehicles and snowmobiles on roadways designed for vehicular travel shall be subject to the restrictions set forth in § 75.08 of this chapter.
   (C)   The definitions of terms used herein, such as street, highway, roadway, and others, shall be defined in the same way as such terms are defined in R.C. § 4511.01, as amended.
   (D)   No person being the parent, guardian or having the legal care, control or custody of a minor child shall permit or neglectfully allow such minor child to operate a motor vehicle, as defined in this section, in violation of a provision of this section.
   (E)   Any police officer of this city may impound a motor vehicle, as defined herein, used in violation of any provision of this section in accordance with R.C. § 4513.02
   (F)   The Director of Public Safety may prohibit by rules and regulations the operation of motor vehicles, as defined herein, in certain areas of the city, and additionally, may designate certain areas of the city as suitable for the operation of such motor vehicles, wherein such operation shall be permitted, and therefore the provisions of this section shall be modified in accordance with such rules and regulations.
