Any prohibited materials as defined in § 51.02(E) or § 51.02(G) placed in the city right-of-way are hereby declared a nuisance and shall be a violation of this section. City sanitation crews shall notifyproperty owners of materials which are prohibited by placing a "Prohibited Materials" sticker on such materials with an order for removal within a maximum of seven days from placement of the prohibited materials sticker. Materials not removed within seven days from placement of the prohibited materials sticker shall be picked up by the city sanitation crews with fees for such removal as defined in § 51.04.
