§ 32.146 APPROPRIATION; ADDITIONAL EMPLOYEES.
   (A)   The Township Committee, each year, shall appropriate funds for the expenses incurred by the Board. Such appropriation shall be sufficient to permit the Board to fulfill its duties and powers under § 32.147 below and for the expenses of the Board. Annually, the Board shall deliver to the Township Committee an annual budget (for the calendar year then commencing) covering all anticipated costs and expenses of the Board, which budget shall be used by the Township Committee in setting the appropriation for such year. In addition, the Township shall also make any and all emergency appropriations in accordance with N.J.S.A. 26:3-44.
   (B)   The Board may appoint a secretary, who may be an employee of the Township and who need not be a member of the Board; provided, however, that the costs, fees and expenses with respect to such secretary must fall within the limits of funds appropriated by the Township Committee to the Board each year. All provisions of the Local Public Contracts Law shall apply with respect to the hiring of any consultants or professionals by the Board.
   (C)   The Board shall appoint the Camden County Health Officer and the Public Officer for the purpose of carrying out the responsibilities established by Ordinance No. 318-18 to act as its general agents for the enforcement of its ordinances and sanitary laws of the State of New Jersey. All costs and expenses with respect to the services of the Health Officers shall be paid for by the township from the appropriations for the Board. All provisions of N.J.S.A. 26:3-1 et seq. applicable to health officers shall apply to the Health Officers appointed by the Board.
