The administration of this chapter is the responsibility of the Public Works Director or his or her designee. The Director shall have the authority to establish rules and regulations required to enforce or carry out the provisions of this chapter. The Director, any of his or her staff authorized by the Director, and such other persons as may be authorized by the Public Works Director are authorized to enter any restaurant, hotel or other public place, or yard or out building to determine compliance with the provisions of this chapter.
