8.28.080   Establishment of Rates, Charges and Fees.
   Notwithstanding any provision of this chapter or any other provision in the Municipal Code to the contrary, except as outlined in Section 8.28.030C, the rates, charges and fees for regular service established or provided for in this chapter shall be established by resolution of the city council. Fees for extra or special service shall be set by the Director.
