The Cities of Lawrenceville and Vincennes, being governmental units of the party states, do hereby combine and join with each other for the purposes set forth in the Acts of the respective party states, and they do hereby create an airport authority, as authorized under the Illinois Act and the Indiana Act, respectively, this airport authority to be known as the Bi-State Authority, Lawrenceville-Vincennes Municipal Airport.
