The Bi-State Authority hereby created shall consist of eight members, three members to be appointed by the Mayor of the City of Lawrenceville, three members to be appointed by the Mayor of the City of Vincennes, one member to be appointed by the Governor of Illinois and one member to be appointed by the Governor of Indiana. The length of tenure of office of those members appointed by the Governors shall be at the pleasure of the respective Governors. The terms of office of those members appointed by the respective Mayors shall be for six years each. The terms of all members shall be continued until their respective successors have been duly appointed and qualified.
