(A) The members appointed by the respective Mayors shall have the following qualifications:
(1) Each member shall be of the age of 21 years or upwards, and shall be of good character.
(2) Each member shall be a resident voter of the city whose Mayor appoints him.
(B) No more than two members from each city shall be of the same political party.
(C) Not more than one appointee of the Mayor shall at any time be a member of the Common Council of the city, and one member only, appointed by the Mayor of Lawrenceville, shall at any time he a member of the City Council of Lawrenceville. No other members appointed by either of the Mayors shall hold any other elective office in their respective cities during their terms of office.
