(A) No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device, in any of the following spaces:
(1) In front of any theater, school or office building, when restricted area is so marked.
(2) In front of, alongside of or across from a funeral home, church or other building or location where a funeral service or activity is being conducted; provided, that proper signs have been erected prohibiting parking; and that the person so stopping, standing or parking a motor vehicle is not a patron of the funeral activity. Nothing herein shall prohibit anyone attending a funeral service or activity from stopping, standing or parking a motor vehicle in an area designated for funeral parking.
(B) Any police officer may move or impound or cause to be moved or impounded any vehicle which is found in violation of this section. Any person desiring to redeem an impounded vehicle shall either pay the required fine or post a bond in the amount set by the court. The Police Department, upon proof of right to possession, shall then issue a release form for the presentation to the Pound Operator. The Pound Operator shall release that vehicle upon receipt of the release form and payment of all towage and storage charges. Every person convicted of a violation of any of the provisions of this section shall, in addition to the payment of all towage and storage charges, be punished by a fine plus costs.
