§ 92.21 VACANT PROPERTY REVIEW COMMISSION.
   (A)   There is established a Vacant Property Review Commission for the City of Villa Hills which shall certify properties as blighted or deteriorated to the City Council. Investigation by the Commission of blighted of deteriorated property shall be made by the Commission upon request of any member of City Council, upon request of the Mayor, of any member of the Planning and Zoning Commission, upon request of the Zoning Administrator or Building Inspector, or upon request of the Police Chief. The Vacant Property Review Commission shall be composed of five (5) members who shall be residents of the city and shall be appointed by the Mayor with the approval of City Council for two (2) year terms with initial terms to be staggered. No officer or employee of the city whose duties include enforcement of city housing, building, plumbing, fire or related codes shall be appointed to the Commission.
   (B)   Pursuant to KRS 99.710(5), the Villa Hills City Council and the Mayor may authorize by municipal order the transfer of the duties of the Vacant Properties Review Commission to the city's Code Enforcement Board or an established multi-jurisdictional joint code enforcement board, then:
      (1)   The powers described in this section shall be granted to the Code Enforcement Board or multi-jurisdictional board;
      (2)   If a multi-jurisdictional joint code enforcement board is in use the accompanying inter-local cooperation agreement shall be incorporated by reference into the City of Villa Hills Code of Ordinances as if fully written herein; and
      (3)   Any provision of any ordinances that are in conflict with the inter-local cooperation agreement shall be set aside to the extent of said conflict as long as the inter-local cooperation agreement remains in effect.
