§ 32.25  PURPOSE.
   It is the purpose of this subchapter to use existing public and private resources and combine them into a coordinated park and recreation program for the use and benefit of the residents of the city.  The city realizes there is growing demand for recreational facilities and programs, but it is also aware that the present financial and human resources available through the city system are limited.  Therefore, until the time as the city’s own resources are expanded and improved, the system of delivery of park and recreation programs set out in §§ 32.26 and 32.27 is hereby established to provide city residents with what is hopefully an adequate and effective system.
