§ 32.27  DUTIES, FUNCTIONS, RESPONSIBILI- TIES AND AUTHORIZATIONS.
   (A)   City Council.  All duties, functions, responsibilities and authorizations not hereinafter expressly and specifically delegated relating to delivery of park and recreation programs and use of facilities associated therewith, are retained by the City Council.
   (B)   Park and Recreation Board.
      (1)   The Park and Recreation Board shall evaluate the city’s current and future needs for park and recreational facilities and programs, develop a plan for the orderly growth and development thereof and present recommendations therefor to the City Council and city administrative officials.
      (2)   Requests for use of the picnic facilities and community building shall be received, reviewed and granted by the city at City Hall.  The Board shall receive and review all requests for the use of all other park and recreational facilities and present any requests which may cause permanent changes or additions to park and recreational facility use, along with its recommendations to the City Council for its approval.  The Board shall draft, update and maintain a master schedule of the annual use or proposed use of the city park and recreational facilities and shall file the schedule with the City Clerk.
      (3)   Upon authorization by the City Council, the Board may directly operate, sponsor or present recreational activities or programs for the benefit of the residents of the city which are not currently being provided by recognized private recreational organizations.  All revenues received from the activities or programs shall be subject to the same collecting, disbursing and audit procedures governing other city revenue.
      (4)   The Board shall review, within 30 days of the receipt thereof, all petitions for recognition of unrecognized private recreational organizations.  After review, the Board shall make a recommendation to the City Council as to whether the organization should receive formal recognition by the city and shall suggest the conditions it believes should be attached to the formal recognition.
      (5)   The Board shall meet at least once a month.
      (6)   The Board shall review the established fee schedules for park and recreation facility use annually.  After a public hearing, with at least 24 hours prior notice thereof published in a local newspaper, regarding any proposed changes in the use fees, the Board shall make recommendations to the City Council regarding use fee changes.  Notice of the public hearing shall be published in the local newspaper no less than 1 day prior to the hearing.
      (7)   The Board shall submit quarterly reports of its activities to the City Council for review.  The City Council may request more frequent reports, such as they deem necessary.
      (8)   The Board shall be considered as an operating department of the city with the Chairperson serving as a department head.  The Board shall prepare and submit an annual operating and capital improvements budgets to the City Administrator for review and inclusion in the city’s annual budget.  The Chairperson of the Board shall receive a salary as set by the Board with the approval of the City Council.
   (C)   The City Council and administrative officials of the city shall review all other Board requests and recommendations for appropriate actions and authorizations.
