§ 32.26  GOVERNING AND OPERATIONAL STRUCTURE.
   The city park and recreation program and the services, facilities and activities thereof, shall be governed and operated as follows.
   (A)   City Council.  The City Council shall have exclusive control of and authority over all park and recreation services, facilities and activities in the city, and, except as expressly and specifically delegated to some other body or entity by this subchapter, shall establish all fees, rules and regulations and enter into all agreements necessary to adequately and properly perform and fulfill its duties and responsibilities hereunder.
   (B)   Park and Recreation Board.  There is hereby established and created a Park and Recreation Board (hereinafter referred to as “Board”). Six members shall be appointed by the Mayor, with the approval of the City Council, for overlapping 5 year terms.  The remaining members shall be appointed by the Mayor with the approval of the City Council, from the nominees of recognized private recreational organizations, for 1-year terms.  Private recreational organizations may each submit the name of 1 nominee, who must be a resident of the city, to the Mayor prior to the second City Council meeting in April of each year.  (All members’ terms shall begin and expire on the general dates established for appointed city officials on other boards and committees.)  All members shall have equal voting power.  A chairperson shall be elected from the members and shall serve for a 1-year term.  No member may act as chairperson for more than two  consecutive years.  Other offices may be established by the Board as they require or deem appropriate and necessary.
   (C)   Recognized private recreational organizations.  The City Council may, after a review and affirmative recommendation by the Board of the petition of a private recreational organization, recognize the organization as a deliverer of a specific recreational program.  Recognition shall be formally approved by a majority of the City Council which may set forth the conditions, duties and authorizations granted therewith.  All recognized private recreational organizations shall submit quarterly reports of all receipts and disbursements and account for all revenues obtained through the use of city facilities.
