No person shall, within the city, fire or discharge any firearms or air gun without the written permission from the Mayor first obtained, which permission shall prescribe the limits within which such firing may be done, and may be revoked at any time after it has been granted. A registered gun club shall be excluded from the provisions of this section, but limited to the club grounds.
