§ 130.04 INTOXICATION IN PUBLIC.
   No person shall, in the city, be found in a state of intoxication, or drunk, in any street, or other public place, or shall be found drunk lying or roving about the streets, alleys or sidewalks of this city, or the private grounds of any of the inhabitants thereof, or being drunk as aforesaid, shall disturb the peace, order and quiet of the city, or the peace and quiet of the citizens thereof, by loud and unusual noises, disorderly conduct, indecent language or behavior, or in any other manner.
