It shall be unlawful for any person to abandon, or to bring within the limits of the city with the intent to abandon, any dog or cat, or to otherwise leave such animal unattended within the city limits under circumstances where such animal is likely to suffer injury, hunger or exposure, or where it is likely to become a public charge.
