All town parks shall be open between the hours of 5:00 a.m. to 12:00 a.m., and shall be closed between the hours of 12:00 midnight to 5:00 a.m. It is intended that the town streets and sidewalks that pass through the town parks (particularly Kirk Works Way and Franklin Street, and Ferry Street, Walnut Street, Jefferson Street, and Washington Street between Kirk Works Way and Franklin Street) are included in the park closure. Signs notifying persons of these provisions shall be posted at the entrances and exits of each park. It shall be a violation of this section for any person or persons to enter or remain in any town park unless authorized by a member or members of the Town Council, the Town Park Board, or the Town Police Department. The Town Council reserves the right to adjust the opening and closing hours of town parks if need be to accommodate special events (for example, the Swiss Wine Festival and the Festival of Lights at Paul Ogle Riverfront Park). The Town Marshal or the Deputy Town Marshals will be the legal enforcers of this section.
