Upon certification by the person making the application described in Section 1472.01 that he has given the required notice to the owners of the property adjacent to the lot on which the building or structure is situated, and upon payment to the Director of Public Service of a fee as set forth in Section 1440.02 or the issuance of the permit, a permit for the removal, razing or demolition of the building or structure shall be issued by the Director of Public Service, except that no fee shall be charged if the building or structure is not more than one story in height and has an area of not more than 400 square feet.
