(a) General. When there is a vacancy for new hires and Fire Chief within the Fire Department, the Mayor shall place proper notice in the Village newsletter as well as in a conspicuous place in the Town Hall and a newspaper of general circulation within the community at least 30 days prior to development of a candidate list. The notice and posting shall state a date and time deadline for application. All applications (see Section 249.01(a) and (b)) shall be forwarded to the Mayor and Council (by the Clerk) for development of a competitive candidate list.
(b) In the case Council determines the needs to hold a competitive exam for the position of Fire Chief, any fire fighter with a minimum of ten years' service, and any officer, Lieutenant or above with a minimum of 36 months experience (any includes firefighters and officers outside the Village of Valley View Fire Department) shall be eligible to take a competitive written exam and be eligible for promotion to the position of Fire Chief. All applicants must possess a current Paramedic Certificate and a Firefighter Class 1 or 2 Certificate. The content of the exam shall be determined by Council at the time of the vacancy. A person desiring to apply for an available position of Fire Chief shall complete an application as described in Section 249.01 and become eligible to take the exam as described in Section 249.02. A passing grade of 70% is required. In the case where not more than one person applies to take the exam for the position of Fire Chief, the Mayor may waive the testing requirement.
(c) The Mayor and Council shall review and evaluate the test results, sent via certified mail, presented to Council by the Clerk or Mayor. After discussion of the test results, Mayor and Council shall invite as many as three candidates to an interview to be held at a time and place designated by the Mayor. Mayor and Council shall then interview the candidates for a desired character and traits desirable for the position and by majority vote, designate a successful candidate or at that time decide to advertise for the position.
(d) (1) In the case of a vacancy in the position of Lieutenant, full time Valley View fire fighters with a minimum of five years of service, shall be eligible to take a competitive written exam to be eligible for promotion. A passing grade of 70% on the written exam is required.
(2) An additional credit of one point per year of service is allowed after five years and up to 15 completed years with a maximum of ten points allowed, for all promotions except Fire Chief.
(3) Appointment to the position shall be made as designated in this division (d) with the consideration of written recommendations from the Fire Chief.
