249.02   EXAMINATIONS.
   (a)   Physical Agility Exam. Before taking the competitive written exam, applicants for the new position shall be examined for ability to perform the physical aspects and duties of the position. Applicants must provide proof of agility certification at the time of turning in the application. Said certificate shall be considered valid only if it is less then one year old. All applicants must obtain and provide proof of agility certification before the written exam per the requirements set forth in Section 240.19. Note: Physical agility certificates for promotions are not required.
   (b)   Written Exam. After applicants have provided proof of physical agility certification as per division (a) of this section, Council shall select an outside agency to conduct competitive written exams for all candidates. The Mayor shall determine a time and place for the written exam. Such written exam shall be practical in nature and shall be directly related to those matters that fairly test the capacity of the applicant to discharge the duties for which the test is intended. In order to qualify for the psychological exam candidate must receive a score of 70% on the written exam.
   (c)   Psychological Exam. After the written test results are tabulated by Council, Council selects a medical consultant to fairly test the applicant's ability to perform, mentally and psychologically, the duties of the position as specified by Council through the consultant. After written and physical agility tests are tabulated, the final results shall be posted.
