For the purposes of 4-H projects only, a temporary permit may be issued for a limited number of small animals. Such permits shall be issued solely at the discretion of the town council. Requests for a temporary permit must be accompanied by a detailed plan to include type of animal to be raised with beginning and end dates of project, care, feeding, animal waste removal and final disposition of such animal.
