It shall be unlawful for an person, by any act or neglect, to encourage, aid or cause a child to come within the purview of the juvenile authorities; and it shall likewise be unlawful for any person, after notice that a drivers' license of any child has been suspended or revoked, to permit such child to operate a motor vehicle during the period that such drivers' license is suspended.
