A. It is unlawful for any person, firm, corporation, institution or organization to transport any solid waste material by motor vehicle within the town limits, unless the load is covered and secured in such a manner as to prevent depositing litter on public and/or private property.
B. The duty and responsibility imposed by subsection A of this section shall be applicable alike to the owner of the vehicle, the operator thereof, and the person, firm, corporation, institution or organization from whose residence or establishment the cargo originated.
