A. Required: It shall be unlawful for any person to engage in the business of collecting, transporting, hauling or conveying any refuse over the streets or alleys of the town, or to dump or dispose of the same, unless and until such person is licensed therefor or has a contract therefor as an authorized representative of the town.
B. Authority Of Town: The mayor and town council shall have sole authority to license or contract for the performance of all services pertaining to refuse collection and disposal. All rules, regulations and conduct of operations and all fees as provided for in this chapter shall be as determined and prescribed by the mayor and town council.
