§ 113.11 DISPOSAL OF ARTICLES.
   No secondhand goods dealer, except professional numismatists and philatelists, shall sell or otherwise dispose of, dismantle, destroy, alter, mutilate in any way or change the color or form of any article until 15 days after receiving the property.
