Before the Director of Finance shall grant any license, as required in Section 767.04, the applicant therefor shall pay to the Director for the use of the City, a license fee of one dollar ($1.00) for each day of the term of the license or, at the option of the applicant, a license fee of twenty-five dollars ($25.00) per year.
