No person, other than those exempted in Section 767.03, being the owner, lessee or possessor, or the agent or employee of the same, of any taxicab or other like vehicle, shall use the same for conveying, for hire, persons from one part of the City to another part of the City, unless a license to so use the vehicle is first procured from the Director of Finance and is in force and effect.
