733.03 LIMITATION ON INVENTORY.
         No additions whatsoever shall be made to the stock of goods, wares or merchandise set forth in the inventory attached to the application for the license, as referred to in Section 733.02 and nothing shall be offered for sale or sold at a sale held pursuant to a license, as required in Section 733.01, which is in addition to the stock of goods, wares or merchandise described in the inventory. The inventory offered for sale shall not exceed fifty percent (50%) of the average inventory carried by the applicant for a license, as required in Section 733.01, over the preceding five years or, if the applicant has been in business for a lesser period of time, then the inventory offered for sale shall not exceed fifty percent (50%) of the average inventory carried for the period of time the applicant has been in business. Any abnormal purchases during the year prior to the application for a license shall be cause for refusal to issue the license.
