The license required by Section 705.12 shall be issued by the Director of Finance if he is of the opinion that the use of the loudspeaker pursuant to the license will not cause undue annoyance to the public, upon payment to the Director, for deposit in the City Treasury, of a license fee of five dollars ($5.00) per day or part of a day during which the loudspeaker shall be so licensed.
