705.12 LICENSE REQUIRED FOR LOUDSPEAKERS.
         No person, as principal, agent or employee, shall operate or cause to be operated for any advertising purpose, any so-called "loudspeaker" in the City, unless there is first obtained from the Director of Finance a license to do so.
