137.04 LAW ENFORCEMENT TRUST FUND.
   (a)   A special City fund is hereby established which shall be known as the Law Enforcement Trust Fund (the "Fund" herein) for the benefit of the City Police Division.
 
   (b)   The Fund is authorized to and shall only receive proceeds distributed to it under the authority of Ohio R.C. 2933.43.
 
   (c)   The Fund shall be expended only to pay the costs of protracted or complex investigations or prosecutions, to provide reasonable technical training or expertise, to provide matching funds to obtain federal grants to aid law enforcement, and such other law enforcement purposes as Council determines to be appropriate. Council hereby determines that the purchase of equipment is an appropriate purpose.
 
   (d)   The Fund shall not be used to meet the operating costs of the City's Police Division.
 
   (e)   The Director of Finance shall physically control the Fund, but shall disburse its funds as directed by the Chief of the City Police Division upon his written requisition which shall specify the purpose for which the funds are to be expended and the ultimate recipient. All disbursements shall also be made in compliance with City purchasing regulations as established by the Board of Control but without the necessity of complying with the provisions of Section 145.01.
