145.01 PURCHASING POWERS.
   (a)   The Board of Control shall have full authority to advertise for bids for purchases or contracts as it deems appropriate.

   (b)   When the Board authorizes the advertising for bids or solicitations of price quotations of an item estimated to be in excess of fifty thousand dollars ($50,000), it shall within seven calendar days, send notice of such authorization to the members of Council.
   (c)   Any item of purchase, contract, or personal service contract contained in the Appropriation Budget in excess of fifty thousand dollars ($50,000) shall be approved by Council as a motion adopted by a majority of members present and voting at regular or special meeting of Council. Purchases, contracts, or personal service contracts not in the Appropriation Budget in excess of seven thousand five hundred dollars ($7,500) shall be approved by Council as a motion adopted by a majority of members present and voting at regular or special meeting of Council.

   (d)   Subsections (b) and (c) hereof shall not apply to emergencies or as are otherwise exempted from bidding requirements of the Ohio Revised Code.

   (e)   In the event of an emergency purchase in excess of seven thousand five hundred dollars ($7,500), the Board shall notify members of Council of such purchase as soon as practical.

   (f)   The Director of Administration may make purchases and enter into contracts of two thousand five hundred dollars ($2,500) or less, subject to the rules governing the Board.

   (g)   The Board of Control may make purchases and enter into contracts in excess of two thousand five hundred dollars ($2,500) and less than or equal to fifty thousand dollars ($50,000) when said item is contained in the Appropriation Budget and subject to the rules governing the Board of Control.
   (h)   The Director of Finance shall be permitted to issue blanket purchase orders for up to one (1) year in length for annual supplies and services. The blanket shall not be extended beyond the fiscal year.
