(a) A special City fund is hereby established which shall be known as the Mandatory Drug Fine Fund (the "Fund" herein) for the benefit of the City Police Division.
(b) The Fund is authorized to and shall only receive fines otherwise payable to the City's Police Division under the authority of Ohio R.C. 2925.03.
(c) The Fund shall be used to subsidize the Police Division's law enforcement efforts that pertain to drug offenses.
(d) The Director of Finance shall physically control the Fund, but shall disburse its funds as directed by the Chief of the City Police Division upon written requisition which shall specify the purpose for which the funds are to be expended and the recipient which may be himself. All disbursements shall also be made in compliance with City purchasing regulations as established by the Board of Control but without the necessity of complying with the provisions of Section 145.01.
