SECTION 7.09. EMERGENCY ORDINANCES NOT EXEMPTED FROM REFERENDUM.
   No ordinance or resolution shall be exempt from referendum merely because it is passed as an emergency ordinance or resolution under Section 2.11 of this Charter, except that emergency ordinances and resolutions authorizing issuance of bonds, notes or certificates of indebtedness and emergency ordinances and resolutions appropriating money, authorizing contracts or enacting police regulations necessitated by fire, natural disasters, strikes by City employees, riot or acts of war or insurrection shall not be subject to referendum if they are adopted by a vote of not less than two-thirds of the members of the Council.
