No later than November 15 of each year, the Mayor shall submit a proposed annual appropriation ordinance or resolution for the next ensuing year for consideration of Council. The proposed ordinance or resolution shall provide a complete financial plan for all City funds and activities for the ensuing fiscal year, and shall forecast operating and capital expenditures and income for two additional years, and such other information as Council may require.
No later than April 1 of each year, Council shall adopt the annual appropriation ordinance or resolution. The ordinance or resolution may be subsequently amended. All ordinances and resolutions appropriating funds for the City's use shall be effective immediately upon passage.
The procedures of this section may be adjusted by Council to accommodate changes in County Budget Commission requirements or in the fiscal year.
