131.05 APPOINTMENT OF CHIEF OF POLICE.
   (a)   The following criteria shall be used as a guideline by the Safety Committee or other appointing officer, as provided for in Section 8.05 of the Charter of the City, when filling a vacancy in the position of the Chief of Police of the Upper Sandusky Police Department. Vacancies in the position of Chief of Police may be filled by a qualified applicant who meets the following criteria:
      (1)   Must be a U.S. citizen or a legal resident of the United States.
      (2)   Must be a high school graduate or have obtained a GED.
      (3)   Must have a valid Ohio driver’s license.
      (4)   Must have no criminal record other than minor traffic violations and no more than four BMV points in the past two years.
      (5)   Must have three references from individuals familiar with the prior police work experience of the applicant.
      (6)   Must be fingerprinted.
      (7)   Must successfully complete a medical examination, including drug and alcohol tests, as directed by the City, certifying that the applicant meets the physical requirements necessary to perform the duties of the Chief of Police of the City of Upper Sandusky, Ohio
      (8)   Must successfully complete a psychological evaluation by a psychologist or psychiatrist designated by the City.
      (9)   Must submit to a background and credit history check.

      (10)   Must become a resident of the City or establish residency as defined in Section 151.01 within thirty (30) days after serving their probationary period. (Ord. 182-11. Passed 6-2-08.)
      (11)   Must execute and deliver to the Safety Committee or other appointing officer an Authorization to Release Information from such entities as requested by the City.
      (12)   Must satisfy at least one of the following:
         A.   Have at least six years full-time paid experience as a Certified Ohio Peace Officer, one year of which must be in a supervisory capacity at the rank of Sergeant or higher; or
         B.   Have at least ten years full-time paid experience as a Certified Ohio Peace Officer and is a graduate of an accredited college or university with an associates or higher degree in criminal justice or police science.
   (b)   Whenever a vacancy occurs in the position of Chief of Police of the Upper Sandusky Police Department, the Safety Committee or other appointing officer may hire a consultant to administer such preliminary assessment as deemed necessary to evaluate and rank applicants for the position, or may perform such preliminary assessment itself. Upon completion of this preliminary assessment, the consultant, it utilized, shall be directed to recommend to the Safety Committee or other appointing officer the names of at least two applicants for further consideration for the position. The applicants so recommended shall then be required to undergo a credit history check and a background check. Based upon the results of the preliminary assessment, credit history check, background check and such additional interviews and/or other assessment(s) as the Safety Committee or other appointing officer deems necessary, the Safety Committee or other appointing officer may make a conditional offer of employment to a person to be hired into the position of Chief of Police of the Upper Sandusky Police Department, subject to their successful completion of the required medical and psychological examinations. Upon successful completion of the examinations, the successful applicant shall be hired as Chief of Police, and shall then serve a six month probationary period during which he or she may be subject to removal without cause.
   (c)   The person appointed to fill the vacancy in the position of Chief of Police of the Upper Sandusky Police Department, shall be compensated at any rate of pay within the pay range specified by the then existing Payroll Ordinance. The rate of pay may be adjusted after successful completion of the probationary period.
