(a) Any openings in tree lawns, park strips, or under sidewalks, which include only private sewer and water connections, may be done by any plumber or sewer builder who is properly bonded and licensed in the City, and then only to the extent covered by his or her bond;
(b) All work on main sewers, catch basins or other public sewer facilities shall be done by registered, approved contractors under the direct supervision of the City Engineer;
(c) All work on water mains or meter vaults shall be done by the City of Cleveland Water Department or the City of Cleveland Heights Water Department. Application for work to be done by the City or its authorized contractor must be made to the Director of Service of the City at least three days in advance of the contemplated starting date. Arrangements shall be made at that time for the inspection of the work to be done.
