Before work is begun the applicant must deposit with the Division of Building Engineering and Inspection two thousand dollars ($2,000). A receipt therefor in the form of an "obstruction permit" shall be given and a permit fee of $25.00 shall be charged in addition to such deposit. This fee covers the inspection of the premises before the work is started, a report to the permittee of the condition of the premises before his or her work begins, and a final inspection when the job is complete. When the job is finished the permittee shall receive a statement of the plan review and inspection expenses, together with a check for whatever balance there may be after the actual cost.
