All work in connection with openings in streets and roads in the City shall be done in accordance with City standards under the direct supervision of the City Engineer or his or her duly appointed inspector. Cuyahoga County standards shall apply on all County property in the City. The making of water repairs, taps or extensions is to be done by the City of Cleveland Water Department or the City of Cleveland Heights Water Department. Application for a cost estimate for work to be done by a contractor must be made to the Division of Building Engineering and Inspection at least three days in advance of the contemplated starting date. Such estimate will cover only the work to be done by the contractor; cost of water taps or extensions must be paid directly to the City of Cleveland Water Department or the City of Cleveland Heights Water Department. Work done by the contractor shall include street openings, disposal of material from excavations, backfilling trench with premium backfill, applying temporary wearing surface, maintenance of surface in advance of permanent repairs, permanent replacement of paving and maintenance of all red lights or other warning devices where needed.
