(A) No person shall cause or permit a vehicle to be towed by another vehicle in any park, except that in case of breakdown, a disabled vehicle may be towed to the nearest exit.
(B) No person shall operate or drive in any park a vehicle containing any person or object projecting or hanging outside or on the top thereof; except that outdoor sports and recreation equipment such as fishing poles, beach chairs, beach umbrellas, tent poles, and sleds may be carried on the rear of such vehicle or on a rack designated for the purpose and attached to the top thereof. However, in all cases, fastenings shall be secure and substantial and such equipment so carried shall in no case project more than 12 inches above the top, either side, or in the front of such vehicle. If it projects to the rear of such vehicle, it shall not obstruct the tail or stop lights or directional signals thereon, and a plainly visible red cloth shall be securely fastened to the rear extremity of such projecting objects.
