149.02 PLANNING COMMISSION FEES AND SPECIAL DEPOSITS.
   (a)   The nonrefundable fee to appear before the Planning Commission, payable to the Director of Finance, shall be as follows:

(b) Refundable Escrow System - Cost Recovery for Consultant Reviews and On Site Inspections. In addition to the nonrefundable fee required in section (a) above, each applicant for review as set forth above may be required to deposit two thousand five hundred dollars ($2,500.00) with the Director of Finance to be applied to actual expenses incurred by the City in connection with the review and/or processing of such application. Such expenses shall include, but are not limited to, reviews and inspections by the City Planner; City Arborist; City Environmentalist; Traffic consultant, or such other personnel as the Mayor and the Planning Commission deem appropriate to protect the health, welfare, and safety of the public. The Mayor may waive the escrow requirement.
If at any time, the amount on deposit falls below five hundred dollars ($500.00), the Director of Finance may require the applicant to provide additional funds to reestablish the minimum deposit of two thousand five hundred dollars ($2,500.00). The unused portion of this fee shall be returned to the applicant upon completion of the project.
(1)    The Planning Commission may dismiss any application where such funds are not deposited. Nothing herein shall obligate the Planning Commission to grant approval of an application or be construed as consideration for approval. Funds shall be used to employ professionals as necessary to provide technical data and advice to the Commission.
When services of the following City employees are necessitated, such services will be charged in the accordance with these rates:

      (1)   In addition to the above rates when a Project Inspector is required to appear at a job site he will be paid a minimum of four (4) hours. If an Inspector works four (4) hours or more he will be paid a minimum of eight (8) hours. If an Inspector is required to work more than eight (8) hours in any given day he shall be paid at a rate of one and one half (1 ½) times the above rate at any hours above eight (8) hours per day. All of the above shall be charged to whomever requests the services.
      (2)   In addition to the above, anyone or any company shall be charged for the following:
A.    Reimbursable expenses. i.e. the actual expenses incurred directly or indirectly in connection with the project including: expendable materials, transportation and subsistence incidental thereto; providing and maintaining field office facilities including furnishings and utilities; telephone calls and telegrams, reproduction of reports, drawings and specifications and similar project related items.
B.    Gas Mileage. Resident Project Representative or Inspector shall be paid federal standard mileage reimbursement for requiring driving.
