1173.41 SIGNS IN PUBLIC FACILITY ZONING DISTRICTS.
   Signs accessory to a public facility use which provide identification, or announce events, programs, and activities shall be designed, erected, altered, moved and maintained, in whole or in part, in accordance with the following regulations:
   (a)   One identification, bulletin board or information ground sign not exceeding forty (40) square feet in single face sign area and not exceeding eight (8) feet in height may be permitted on the premises of each public, charitable, religious and education facility, provided such sign is set back at least fifty (50) feet from any lot line and ten (10) feet from any street right-of-way line.
   (b)   A wall sign providing the identity of the building or its occupant may be displayed on a wall facing a public roadway. Sign area of wall signs shall be determined in the manner described at Section 1173.11(c).
   (c)   Directional signs not exceeding three (3) square feet in single face sign area and three (3) feet in height may be permitted on any building lot, but with the exception of a ballard sign, no sign shall be located less than ten (10) feet from any lot line and street right-of-way line.
   (d)   Temporary signs greater than six (6) square feet in area, special event and banner signs, may be permitted in a Public Facilities District in the manner described in Sections 1173.17, 1173.33 or 1173.35. Special event signs shall not exceed thirty-two (32) square feet in area. Sign placement shall conform to setback requirements of 1173.35 and not be detrimental to public health or safety. Such signs may be displayed for thirty (30) days. A permit shall be obtained from the Building Commissioner, however, no fee shall be charged for such signs that promote charitable or municipal functions.
   (e)   Banner signs may be placed on light fixtures in the public right-of-way. Such signs shall be subject to licensing by the City of Twinsburg.
   (f)   Electronic message displays may be permitted as an integral part of an identification sign or informational sign in a Public Facilities District. Electronic message display portions of identification or informational signs are subject to area and operational restrictions contained at Section 1173.43(i).
