1173.33 PUBLIC SERVICE DISPLAY STANDARDS.
   One or more promotional banners may be utilized as a public service announcement, subject to the following provisions:
   (a)   A public service announcement may be utilized at one or more locations, either on-premises or off-premises, and shall display only copy pertaining to a specific event or activity of the subject organization.
   (b)   A public service announcement may display sponsor identification if applicable. Sponsor identification shall not exceed twenty percent (20%) of the sign area of said banner.
   (c)   A miscellaneous permit, as required by Section 1173.23, shall be obtained prior to installation.
   (d)   A public service announcement shall be displayed no more than thirty (30) continuous calendar days.
   (e)   The aggregate sign area shall be no more than sixteen (16) square feet in a residential district, and shall be no more than thirty-two (32) square feet in any non-residential district.
   (f)   A request for a public service announcement that exceeds the allowable display time or sign area, or both, shall be heard and decided by the ARB.
