The signs and/or advertising devices enumerated in this section are expressly prohibited in all zoning districts of the City of Twinsburg;
(a) Vehicle Advertising. No person shall park any vehicle or trailer on public or private property visible from a public street, or within a front yard for a period exceeding forty-eight (48) hours, which has attached thereto or located thereon any sign or advertising device for the basic purpose of advertisement of products or services and/or directing attention to a business or activity located on the same property or any other premises.
(b) Public Areas. Except as otherwise specifically authorized by this chapter, no sign shall be placed on any curb, sidewalk, post, pole, bench, hydrant, bridge, wall, tree or other surface located on public property or over upon or across any public street or right-of-way. The City may authorize the placement of a temp sign upon public property upon proper application to the Building Commissioner and approval by the Mayor. Placement of any approved temporary sign shall not exceed thirty-two (32) square feet and remain longer than thirty (30) days. Any unauthorized sign may be removed by the Building Commissioner or his agent and destroyed without prior notice to the sign owner.
(c) Flags or Banners Spanning Rights-of-Way. No flag or banner shall be hung across any public right-of-way unless specifically approved by the Building Commissioner with the concurrence of the Mayor, upon a finding that such placement will not be detrimental to public safety and provided further that such placement shall not be for a period longer than thirty (30) days.
(d) A sign which obstructs any doorway or fire escape.
(e) Any sign employing a lighting or control mechanism, which causes radio, radar or television interference.
(f) Obscene signs. No sign shall contain profane words or images of obscene character or of a character harmful to juveniles, as defined by the Ohio Revised Code 2907.01(E) and (F).
(g) Roof signs.
(h) Billboards.
(i) Projecting signs, except as allowed in the C-5 Mixed Residence/Business District.
(j) Paper signs.
(k) Portable changeable copy signs.
(l) Pole signs.
(m) Pylon signs.
(n) Inflatable signs.
(o) A portable sign, trailer sign, revolving light, strobe light, moving or stationary beacon, string of lights, or a windblown, inflated or air-activated device including, but not limited to, a string of pennants, string of banners, banner signs, streamer, spinner, or balloon. Exceptions: A sign listed in this subsection may be displayed as part of an approved special event, in compliance with Section 1173.33 and Sections 1173.35 through 1173.37.
(q) Signs located in the public right-of-way or on utility poles except as permitted by the ordinances of the City of Twinsburg.
(r) All signs not expressly permitted by this Chapter.
